Two distinct consortia models were run during the pilot phase:

• The first model was the South West and Mid-Wales Consortium (swamwac). This group built on existing school improvement structures in the schools. As this model built closely on existing school improvement structures, these officers were called Improvement Facilitators.

• The other three consortia took a developmental approach intended to complement the work of local authorities in school improvement. The officers in these consortia were called SEF Associates. Their primary role was to help with school self-evaluation and development.
